The Hampshire Constabulary website notes a non-emergency telephone number and an emergency telephone number:

• NON-emergency ring 101 (calls should be answered by a switchboard operator within 30 seconds).
• EMERGENCY number is 999 as usual

101 should be called to report non-emergency anti-social behaviour issues such as:  

• Vandalism and graffiti
• Noise nuisance
• Threatening and abusive behaviour
• Abandoned vehicles
• Dumping and fly-tipping
• Drunk and rowdy groups
• Drug related anti-social behaviour
